Theodore C. Phlegar, senior counselor for the Workforce Freedom Initiative (WFI) at the U.S. Chamber of Commerce
Biography
The initiative is a grassroots, education, and advocacy campaign to preserve workplace democracy and prevent organized labor's anti-growth agenda. Phlegar’s primary duties at the Chamber include briefing business owners, managers and community leaders on federal labor legislation and regulation, protecting the business community through labor policy planning and advocacy, and promoting these issues through social media outlets and grassroots activities. In his role with WFI, Phlegar also regularly blogs about pertinent events, co-manages WFI’s workforcefreedom.com website and social media feeds, has performed extensive research on union finances and multi-employer pension plans, and is responsible for publication of WFI’s various reports and educational materials.
Previously, Phlegar was a senior attorney with the Chamber's Office of the General Counsel, and was responsible for editing Congressional testimony, drafting and negotiating contracts, and providing compliance guidance to the Chamber’s internal divisions. Phlegar has been an attorney since 1992. He is admitted to practice in four states as well as the District of Columbia. Before to joining the U.S. Chamber, he practiced anti-trust and intellectual property law in the District of Columbia. Prior to that, he was a member and shareholder in a southern California law firm, specializing in civil litigation, commercial and business disputes, employment, contract, and other disputed matters. Phlegar holds a Master of Laws degree with highest honors from the George Washington University Law School (Washington, D.C.), a Juris Doctorate from the Southwestern University School of Law (Los Angeles, California), and a Bachelor of Science in Business Administration from Christopher Newport University (Newport News, Virginia).
